We have a lot of children in our neighborhood and we need to be careful because they aren't always paying attention. Also be courteous to those running in the streets. The concrete sidewalks hurt their joints which is why they run on the asphalt.

The Village at Highland Lakes source: Birmingham News
The Shelby County Commission Monday, Dec 12, 2006 unanimously approved creation of The Village at Highland Lakes Improvement District, allowing the developer to assess homeowners the cost of $30.5 million in improvements.
The developer, Eddleman Properties, will assess the 755 lots annually depending on their size. The maximum annual assessments range from $1,007 for 110-foot lots to $797 for Traditional Neighborhood Development mixed-use lots.
In exchange for its approval, the county has the potential for more than 700 new water customers and more than $600,000 in impact fees.
The Village at Highland Lakes is a mixed-use development across Shelby County 41 from Mt Laurel in northeastern Shelby County.
Proceeds from the assessments will be used for roads, streets, bridges, landscaping, parks, recreational facilities, sidewalks, sanitary sewers and storm sewer systems, according to the resolution creating the district.
The Shelby County Property Tax Commissioner's office will collect the assessments, retaining 4 percent fees, on behalf of the developer.
The district created by the commission action has the power to pledge the assessment income against debts it incurs to pay for the improvements.
Part of the deal to win the commission's approval of the district, according to County Manager Alex Dudchock, was an agreement for The Village at Highland Lakes to buy its water from the Shelby County Water System instead of the Birmingham Water Works.
The county also has placed its first-ever impact fees on the new development. Each lot will carry an $800 one-time fee to be divided equally between schools and transportation, Dudchock said.
The Village at Highland Lakes contains 755 lots on 395 acres, with more than 110 acres designated as open space on the project's master plan.
